The Resilience Program's goal is to maintain a comprehensive set of high-quality disaster mitigation, continuity, hazard specific preparedness and recovery plans while advancing citywide mitigation and resilience projects identified in those plans. Effective disaster mitigation projects engage multiple bureaus and community partners, center communities at the frontlines of disasters, and make efficient use of resources—often leveraging state and federal funding. 642

City of Portland Fiscal Year 2026-27 Proposed Budget Services Continuity of Operations Plan (COOP); Continuity of Government (COG); Disaster Recovery; Citywide Incident Management System (CIMS); Hazard Mitigation Planning Equity Impacts Almost all U.S. cities maintain a set of emergency plans. Emergency Management seeks to be a leader in planning excellence for underserved communities, which tend to be affected first and worst in a disaster. Emergency Management integrates demographic data into mitigation and response plans and provides planners with training on equity strategies. Emergency Management has made significant strides in engaging communities of color and immigrant communities through community programs; the Planning program works to incorporate community interests and needs into plans as they are updated. Changes to Program The Planning and Mitigation program has transitioned into the Resilience section to better align with the Bureau of Emergency Management's mission and vision by integrating hazard mitigation, continuity, and recovery planning under a single, action-oriented framework. The Resilience section leads the City's hazard mitigation and recovery efforts. The program supports long-term risk reduction, recovery readiness, and equitable resilience outcomes across the City of Portland. 643
