The two most critical systems supported by the office, the Computer Aided Dispatch (CAD) system and the Vesta 9-1-1 phone system, are expected to be fully operational 99.99% of the time. City of Portland Fiscal Year 2026-27 Proposed Budget CAD System Support; 9-1-1 Phone System Support Equity Impacts 9-1-1 Operations uses TTY, text to 9-1-1, and language interpretation services to comply with Limited English Proficiency regulations under Title VI and Title II of The Americans with Disabilities Act. The upcoming transition to Next Generation 9-1-1 will also allow for Real Time Text (RTT), integrated text to 9-1-1, and a potential for multimedia support. This year, Technology Systems and Equity are working with the State of Oregon 9-1-1 program to identify a text to 9-1-1 program offered in languages other than English. Changes to Program During the past year, the Technology Systems team has completed several projects, both internally and externally with its partner agencies, that improve the efficiency of 9-1-1 call handling and response of emergency responders. This year the 9-1-1 phone system is being upgraded for a statewide transition to Next Generation 9-1-1 which will enable faster communication, improved data sharing, increased accessibility for non-hearing users of the 9-1-1 system, and the potential for multimedia support. The call descriptors are being revamped in the Computer Aided Dispatch (CAD) system to allow the team's fire and medical partner agencies to improve their response recommendations. 615
