Serving all of Multnomah County, BOEC is operated by the City of Portland and jointly governed by the partner agencies it supports who form the Bureau of Emergency Communications User Board. Summary of Budget Decisions • Eliminate six months of operational overtime outside of peak summer demand periods, which could result in slower call answering times. (-$422k) • Eliminate dedicated security during night-time hours that supports employee safety and deters theft. (-$326k) • Eliminate two call taker positions, reducing call-taking capacity of 911 calls. (-$285k, -2 FTE) • Eliminate vacant assistant operations manager, constraining the bureau's support systems and long-term planning. (-$235k, -1 FTE) • Reduce training, travel, and continuing education overtime by 50%, impacting staff capacity building opportunities and quality assurance. (-$380k) • Continue BOEC's training pipeline of eight limited term positions with one-time sub-fund balance, allowing the bureau to 608
