The office builds trust in city government by helping community members access services, understand important issues and participate in decision-making. Within the office, a central communications team operates primary communications channels such as PortlandGov social media accounts and the Rose City Connection newsletter, develops and delivers citywide communications systems, and directly serves the communications needs of the executive office. Within each of the City's four service areas, an embedded communications team cultivates subject matter expertise and working relationships to deliver a full suite of communications services in alignment with citywide strategies. City of Portland Fiscal Year 2026-27 Proposed Budget • Implement the City of Portland's communications strategy, which includes priority actions for emergency and crisis communications, graphic design and branding, internal communications, media relations, social media, and website and newsletters. • Lead the development of public-facing messaging about how the City of Portland is addressing important issues such as homelessness, safety, and economic stability. • Operate communications during citywide emergencies such as storms, natural disasters, cybersecurity breaches, public safety events and labor strikes. • Develop and maintain templates, tools and resources such as design templates, logos and photography for use by all bureaus and elected offices. • In partnership with Technology Services, lead website content strategy to optimize the delivery of critical information to our community and lead citywide software implementation to improve consistency, accessibility and effectiveness. Services • Strategic communications project management • Media relations • Writing and editing • Website content management • Social media • Internal communications • Graphic design and branding • Photography and videography • Public records fulfillment • Executive communications • Public outreach Equity Impacts Both the charter review process and the 2024 Portland Insights Survey highlighted community members' challenges finding information and participating in city decision-making – particularly acute among people of color and East Portland residents. In the Insights Survey, participants supported solutions such as making information easier to find and showing how community input leads to change. The City Communications Office Team directly responds to these concerns by making it easier for Portlanders to find essential information and learn how their input is considered by decisionmakers. In addition, the team prioritizes equity in a variety of ways: • Translation of essential content into Spanish, Chinese, Vietnamese, Russian and other priority languages • Coordination with community engagement partners to ensure culturally responsive development and distribution of essential content • Representation of diverse communities in photography, videography and other content • Contracting with vendors in diverse communities • Templates and best practice guides that meet accessibility standards Within the City of Portland, the City Communications Office improves equitable access to communications tools, templates, and support across service areas and bureaus. City of Portland Fiscal Year 2026-27 Proposed Budget The FY 2026-27 Proposed Budget contains the following packages and amendments: • Funding model to account for space rent and other basic needs of City Communications Office staff • Small budget to fund basic needs such as office supplies and other equipment, translation to meet language access requirements • Consolidating funding in one place to pay for contracted citywide resources: GovDelivery email marketing platform and Pagefreezer social media archiving platform. None of these are new expenditures for the City of Portland. These expenses were previously distributed across bureaus and offices, prior to the establishment of the City Communications Office as part of the City's realignment process. 546
