P&PM is also responsible for negotiating and executing near-term real property agreements on behalf of any City bureau, as per City code, and for managing the commercial properties in the BFF's portfolio. P&PM needs the development of program-specific metrics focused on the value of all spending on BFF facilities (inclusive of capital), overall portfolio health, and facility risk management. Development of these metrics should be done in conjunction with a larger effort to consolidate the management of land and real property across all bureaus under Charter Reform. 430
