The FY 2026–27 budget includes ongoing General Fund resources to support the City Administrator, administrative support staff, and associated materials and services necessary to carry out Citywide leadership and coordination functions. 109

City of Portland Fiscal Year 2026-27 Proposed Budget The City Administrator is appointed as the administrative manager of the City, with roles and responsibilities defined in Section 2- 406 of the City Charter. These responsibilities include advancing the City's core values of anti-racism, equity, transparency, communication, collaboration, and fiscal responsibility; supporting efforts to address climate change and prioritize environmental justice; ensuring the efficient and effective administration of City operations; and keeping City Council fully informed of the City's financial condition and operational needs. The Office of the City Administrator leads the development and implementation of Citywide priorities, strengthens coordination across service areas, and ensures alignment between Council policy direction and operational execution. Services The Office of the City Administrator provides executive leadership and oversight of City service areas; ensures alignment of bureau activities with Council priorities; and coordinates strategic planning and implementation across service areas. The office also supports communication and coordination with City Council, the Mayor's Office, and external stakeholders; oversees Citywide initiatives and cross-bureau efforts; and ensures accountability through performance management and reporting. In addition, the office works to improve the efficiency, effectiveness, and transparency of City services. Equity Impacts The Office of the City Administrator plays a central role in advancing equity across the organization by embedding equity principles into Citywide leadership, policy implementation, and service delivery. The office is supported by the Equity Officer, Sustainability Officer, City Attorney, and Assistant City Administrator to ensure that equity and environmental justice are integrated into decision- making processes. The City Administrator Service Area also includes Community & Civic Life, the Office of Government Relations, and Portland Solutions. Through these functions, the office leads and coordinates operations across the City to improve both internal and external service delivery, advance a shared Citywide vision, and foster an organizational culture grounded in equity, inclusion, and accountability. Changes to Program The FY 2026–27 Proposed budget includes investments to strengthen executive leadership and coordination capacity within the Office of the City Administrator. The budget adds a Chief of Staff position to support the City Administrator in managing the increased complexity of the City's new form of government. This role will enhance coordination across service areas, support strategic planning and priority implementation, and improve internal and external communication. The Chief of Staff will also assist in aligning organizational efforts, managing key initiatives, and ensuring timely and effective execution of Council priorities. This addition strengthens the Office's ability to provide cohesive leadership, improve operational alignment, and respond to evolving organizational and community needs. 110
