The purpose of the Parks Levy was to prevent ongoing reductions to park services and recreation programs, preserve and restore park and natural area health, and center equity and affordable access for all. In October 2022, a joint memo from Portland Parks & Recreation (Parks & Recreation), City Budget Office, and the Chief Financial Officer was submitted to City Council reviewing the use of the Leveraged Funding Model to maximize the service level impact of the Parks Levy. The memo recommended that Parks & Recreation continue to utilize the Leveraged Funding Model during the life of the Parks Levy. Revenue Parks 2020 Local Option Fund revenue comes from a five-year operating Parks Levy voters approved in November 2020. FY 2021- 22 was the first fiscal year of revenues from the voter-approved Parks Levy. The Parks Levy was projected to raise approximately $48 million per year for five years. City of Portland Fiscal Year 2026-27 Proposed Budget Significant Changes from Prior Year FY 2025-26 marks the fifth and final year of the 2020 Parks Levy. In November 2025, voters approved the 2025 Parks Local Option Levy , and FY 2026-27 is the first year of this new five-year levy. The 2025 Parks Levy was intended to maintain PP&R operational services, ensuring neighborhood park maintenance and cleanliness, protecting nature in a changing climate, and preserving program access. $1.37 of the rate was committed to supporting park operations. It also included $0.03 of the rate for capital maintenance projects. 1106
