Except for those established purposes, in no case shall revenues be transferred from the Recreational Cannabis Tax Fund to the City's General Fund, or any other fund, for any other purpose. City of Portland Fiscal Year 2026-27 Proposed Budget Significant Changes from Prior Year Due to continued declines in tax revenue collection, the Recreational Cannabis Fund is reducing ongoing resources by approximately 13% in FY 2026-27. The Mayor's Proposed budget maintains the Prosper Portland allocation, increases the Public Safety allocation for Portland Street Response, and eliminates the ongoing allocations for PBOT, the Office of Public Works, and the Housing Bureau's passthrough to Multnomah County. 1009
