Employees are a critical asset to the bureau. The bureau invests in its employees by providing opportunities for training, continuing education, job shadows, participation in water industry associations, and mentorship. The program supports employees who need to attain and maintain State of Oregon, licenses and certifications and the required continuing/ongoing education. The Water Bureau augments required certifications with training that supports employee development. The bureau equally provides employees with mandatory City trainings, such as defensive driving, Equity 101, HR Administrative Rule 2.02 training, and emergency management training. Finally, the Water Bureau invests in required ongoing education to maintain employee professional certifications and licenses. 964
City of Portland Fiscal Year 2026-27 Proposed Budget The bureau implements state-mandated Occupational Safety and Health Administration (OSHA) required training. Employees have identified climate change response as a priority in the bureau's Strategic Plan. The bureau has expanded employee education to include climate change response training. Services Apprentice Training Employee Investment Other Human Resources Safety Equity Impacts This program advances equity by investing in employee growth and ensuring safe, supportive working conditions. The bureau implements equitable hiring practices. The Employee Experience and Development Team leads employee enrichment programming. The bureau encourages paid time for professional development, leadership development, cross-group learning opportunities, and flexible work arrangements. LinkedIn Learning supports individual and team training needs. Employee engagement surveys inform personnel management practices. OSHA-mandated heat and wildfire smoke protocols protect field staff through shade, hydration, rest breaks, air quality monitoring, and respirators. Climate change response, an employee-identified priority, is integrated into training programs. Changes to Program There are no significant changes to this program in FY 2026-27. 965
