City of Portland Fiscal Year 2026-27 Proposed Budget Program Description and Goals Portland Parks & Recreation's (PP&R) Tree Maintenance and Planting program performs tree work in parks, on City-owned properties, along public streets, and on private property. Tree work includes planting and establishing trees citywide and providing tree maintenance services in City parks, natural areas, and properties managed by other City bureaus. The Tree Maintenance and Planting program also enhances the safety of people in Portland by performing 24-hour emergency tree service to address tree hazards and tree failures in Portland's public rights-of-way and on all City properties. The program also performs Heritage Tree maintenance, management of tree species for diseases (like Dutch Elm Disease) and performs community tree stewardship training. Tree Maintenance Program Outcomes: PP&R has community goals related to the amount of land covered by tree canopy. Tree Maintenance and Planting is working to increase the amount of land covered by tree canopy. The strategic goal is to reduce the disproportionate way tree canopy is distributed, in addition to increasing the percentage of tree canopy overall. Tree Maintenance Program Actions: Key actions include the following: • Develop and implement Pest and Pathogen Management Programs • Increase equitable access to trees through citywide tree planting • Plant trees in parks, on public property, along streets, and on private property • Proactively maintain trees in parks • Provide tree services to other City bureaus • Respond to and mitigate tree emergencies • Tree emergency intake and dispatch • Developing a program to maintain Portland's 330,000 street trees Services Citywide tree emergency response; Proactive park tree maintenance; Park tree removal; Park tree planting and establishment; Street tree planting and establishment; Private property tree planting; Pest and pathogen management; Street tree maintenance; View clearing; Low-income private property tree maintenance. Equity Impacts Due to a history of inequality in tree planting, Portland's urban forest is distributed inequitably across the city. Areas with low canopy are often in areas with high proportions of residents who are low-income or from underserved communities. Utilizing funding from the Portland Clean Energy Fund, the Title 11 Tree Planting and Preservation Fund, and the Parks Levy, Urban Forestry will increase tree planting from 3,500 trees annually to 10,000 trees annually over the next few years. Tree planting is guided by the 2018 Citywide Tree Planting Strategy and 2025 Portland Urban Forest Plan which prioritizes low-income and low-canopy neighborhoods. In FY 2025-26, Urban Forestry launched a new Private Property Tree Care program which will provide tree maintenance services to low-income and underserved communities in Portland. Changes to Program 929

City of Portland Fiscal Year 2026-27 Proposed Budget Programmatic changes in FY 2025-26 include: • Increased citywide tree planting from 4,500 the previous year to approximately 7,000 on public and private property, anticipating increasing citywide planting to 10,000 trees each year by 2029. • Development and initial pilot of Portland's first street tree maintenance program with funding from the Portland Clean Energy Community Benefit Fund. Tree care activities include initial inspections; pruning to improve health and ensure sightlines and clearance for road users; removal of dead, dying, or dangerous trees; and replanting. • launched a new Private Property Tree Care program which will provide tree maintenance services to low-income and underserved communities in Portland. Initial pilot projects occurred in this fiscal year with expanded service offerings planned for FY 2026-27. 930
