The program includes the Portland Tennis Center and partnerships with organizations such as NIKE, Sport Oregon, and the U.S. Tennis Association. Sports and Games also oversees the enterprise-funded Golf program and Portland International Raceway. Sports and Games Program Outcomes: A core program outcome is ensuring that cost is not a barrier to access. While many Sports and Games programs include fees, PP&R offers financial assistance to support Portlanders in need through the Access Discount program. PP&R also incorporates relevant measures into regular community surveys to monitor access, trends, and potential disparities. Sports and Games Program Actions: Key program actions include: • Providing a diverse range of recreation opportunities • Offering accessible public golf with environmentally responsible maintenance • Delivering fitness and sports classes, leagues, and events • Reducing financial barriers for low-income households Services Archery; Baseball; Basketball; Bouldering; Fitness; Golf; Gymnastics; League Play (Baseball, Softball, Basketball, and Volleyball); Martial Arts; Pickleball; Portland International Raceway (PIR); Roller-skating; Skateboarding; Softball; Tennis; Volleyball Equity Impacts The Sports and Games program supports equitable access to recreation by offering a diverse range of low-cost and no-cost activities. A key example is the Goldenball youth basketball league, a long-standing league that provides affordable basketball opportunities for youth, with a particular focus on girls' participation. Support for participants with disabilities is provided through Adaptive & Inclusive Recreation services to ensure equitable access and Title II compliance. Programming is designed to be culturally responsive and inclusive to increase participation, strengthen community trust, and advance PP&R's equity goals. For many years, community feedback has identified program fees as a barrier to accessing PP&R recreation services. A 2017 community survey found that 22% of respondents reported cost as a barrier. PP&R reduces financial and structural barriers by offering fee assistance and partnering with the Schools Uniting Neighborhoods (SUN) to expand programming for underserved populations and new Portlanders. Changes to Program There were no substantial changes to this program in FY 2025-26. 927
