City of Portland Fiscal Year 2026-27 Proposed Budget The Tree Regulation program was reduced by 10.0 FTE positions and the remaining 27.0 FTE and funding were transferred along with funding and sole responsibility for the program to Portland Planning & Development. The Tree Regulation program is the primary entity responsible for implementing and enforcing the regulatory components of Title 11 Trees, which was adopted by City Council in 2015 to: • Support implementation of the City's Urban Forest Management Plan (UFMP); • Protect the health, safety, and general welfare of the residents of Portland; • Enhance the appearance of the City; and • Protect trees as important ecological, cultural, and economic resources for the benefit of the City's residents and visitors. The Tree Regulation program is responsible for implementing and enforcing tree regulations for street trees, trees on City property, and trees on private property. The program also serves as the City's single point of contact (by phone at 823-TREE and by email at trees@portlandoregon.gov) to provide customer service and information to the public. Services Conduct tree risk and tree preservation field inspections; Process and issue non-development and development tree permits; Investigate tree code violations; Enforce tree code regulations city-wide. Equity Impacts Tree Regulation is a citywide program serving all Portlanders. While the program does not collect demographic information, efforts have been undertaken to remove known barriers to accessing permitting and regulation services. The Tree Regulation program makes documents and services readily available in multiple languages, including phone translation services for callers to 823-TREE and staff access while working on-site with property owners and residents. Safe harbor languages are on all key tree permitting forms and public communication documents. The program maintains records of interactions in which translation services are utilized. These efforts support compliance with Title VI and City language access requirements and promote fair, transparent and accessible administration of tree regulations citywide. In 2021, the Tree Regulation program completed a pilot for a low-income fee waiver program to better serve vulnerable populations. Changes to Program Effective October 1, 2025, this program has transferred from Portland Parks & Recreation to Portland Permitting & Development. The FY 2026-27 base budget within PP&R includes $317,505 of support to PP&D to cover the revenue shortfall for Tree Regulation development permitting. Because PP&R is no longer responsible for the program a budget decision concept to eliminate that subsidy is included in this submittal. 941
