City of Portland Fiscal Year 2026-27 Proposed Budget The Park Maintenance program uses best practices and strives to meet community expectations for accessible, clean, safe, and well-maintained parks throughout the city. This program maintains daily operations at 156 developed parks and over 3,600 acres of developed park land across Portland. Most parks contain many assets: benches, pathways, restrooms, playgrounds, athletic fields, and other active and passive recreational amenities for programming and other community services. Many of these assets are cleaned and inspected daily to provide a clean, safe, and positive public experience. Park Maintenance nurtures and monitors the health of green assets, including planting and maintaining structural and ornamental plants, small trees, and caring for turf throughout the park system, including sports fields and green open spaces. This program also manages water usage and irrigation infrastructure for parks, trees, and splash pads. In addition, the program manages trash removal, safety checks, cleaning and clearing, and vegetation management on more than 30 miles of regional trails. Parks Maintenance staff are typically the first to discover, address, and report issues requiring skilled trades or larger responses to maintenance and safety issues across Parks Bureau assets. Park Maintenance coordinates with community volunteers, neighborhood associations, and other work groups who contribute tens of thousands of hours in parks, improving the conditions of cleanliness and plant care. Park Maintenance staff meet regularly with community groups to solicit feedback on park maintenance and improvements. Services Playground inspections; Daily restroom cleaning; Daily garbage removal; Graffiti removal; Hazardous materials removal; Clear pathways; Community event preparation and clean-up; Sport court care; Turf care; Tree care; Irrigation systems management; Landscape management; Minor repairs; Stormwater infrastructure maintenance; Volunteer coordination. Equity Impacts Parks are used by people of all backgrounds and are among the last public places that are not cost prohibitive to community members. In the 2024 PP&R Community Needs Survey, 96% of respondents indicated that they visit parks and natural areas at least a few times per year. The Park Maintenance program serves the diversity of Portland by performing maintenance year-round to create safe spaces for all people to recreate. Parks are an important resource for those without yards, including low-income and underserved communities that may not have access to open spaces and play elsewhere. Park Maintenance is a core service of PP&R and serves roles in compliance of city, state, and federal laws, including Title II and Title VI. The program partners with organizations that work with underserved communities. The program is also piloting an entry-level Horticulturalist Apprentice position for maintenance and workforce development purposes. Changes to Program In 2025, this program experienced increased demand for services due to the opening of two new parks in East Portland, Parklane Park, and Mill Park, and, at Berrydale Park, enhancements to the playground and addition of a skatepark. There were no other substantial changes to this program in FY 2025-26. 918
