These functions collectively support coordinated delivery of bureau operations and services, and liaise with executive and legislative City leadership as well as community partners and stakeholders. This program directs the bureau's division managers, coordinates the Senior Management Team, and supports ongoing connection and communication with City leadership. Services 913

City of Portland Fiscal Year 2026-27 Proposed Budget Recruit, staff, and support Parks Board; Liaise with community partners and stakeholders; Build and lead new External Affairs & Partnerships team to increase and strengthen connection with volunteers, funders, and partners; Supervise division managers; Provide strategic guidance and direction regarding bureau priorities and decision-making; Respond to City Council inquiries and requests for information; Coordinate with centralized functions including communications. Equity Impacts PP&R's vision is “a parks and recreation system that is responsive to diverse and changing community needs, nurturing health and connection for all,” and the bureau's mission is “to provide equitable access to welcoming places, program, and services that improve community health and our environment.” To achieve this, the bureau centers the City's Core Values and the Healthy Parks, Healthy Portland framework—both equity-driven tools—in its daily work and strategic decision-making. The Leadership and Advocacy program advances this approach in its External Affairs & Partnerships work, as it supports the Parks Board, and through strategic guidance and leadership within the bureau. Changes to Program During FY 2025-26 one Director's Office coordinator position was realigned to support PWSA priorities; and the External Affairs & Partnerships function was established to deliver on leadership and community expectations for renewed strategic focus on partnerships, volunteerism, and fundraising. 914
