The Program develops and delivers actionable information for decision-makers inside and outside of the bureau, for the benefit of the community. Information provided by the program supports regulatory objectives and compliance requirements; wastewater and stormwater infrastructure design, construction, and operation; watershed and system planning; beneficial use of land and water resources; ecosystem health and protection; and property investments. 761

City of Portland Fiscal Year 2026-27 Proposed Budget The goal of the program is to help protect and improve surface water, groundwater, stormwater, sediment, soil, and habitat quality by providing technical and scientific services to each major work group and portfolio. Services Environmental monitoring; Data collection & analysis; Data notification services; Environmental site assessment; Biological services; Analytical laboratory services Equity Impacts Most services provided by the Technical Services - Environmental Information (EI) Program are identified by other program areas and conducted in support of other program objectives which have been developed within an equity framework. EI Program resources are used to base BES and City decisions on actionable and scientifically sound environmental information. Examples include: • Data from conveyance systems that support system and pump station planning to ensure equitable wastewater and stormwater service delivery; • Data characterizing contamination on public or private property, so appropriate measures can be taken to mitigate risks to human health and the environment; • Data from natural assets that help to ensure appropriate investments in their stewardship and protection for the benefit of the community; and • Data from wastewater treatment plant processes to support environmental compliance and resource recovery objectives. To build employee capacity to apply equity to their work, over the past four fiscal years the program logged more than 2,100 hours of independent equity learning across all EI Program employees. Following inception in FY 2021-22, the Program helped to extend this approach to the Information Systems and Mapping and Environmental Compliance Programs. Specific focus areas, where beneficial impacts on historically marginalized or underrepresented populations are more direct, include environmental investigation and remediation support for Temporary Alternative Shelter Sites (TASS), participation in studies of COVID-19 in wastewater to further understanding of predictive capacity for public health agencies, Invasive Species Program outreach, and external workforce development. Changes to Program Since FY 2024-25, the Biological Sciences section of the Environmental Information Program has been funded with Portland Clean Energy Fund (PCEF) revenues. EI Program changes include: • Minor increases in Field Operations, DANS and WPCL maintenance and equipment budgets to reflect rising costs of service agreements and life-cycle replacements. • Increase DANS Annual Capital Equipment Budget for FY26-27 - HYDRA system life cycle replacements; $10,000. 762
