This work meets NPDES/MS4 permit (2.1.9, 2.2.2, 2.2.3) requirements as well as the City's Climate Investment Plan as managed by Portland Clean Energy Community Benefits Fund (Strategic Program 22). This Program Offer includes: • Private Property Retrofits works with private landowners to assess existing stormwater conditions and implement projects and programs on non-BES assets in support of capital and watershed enhancement projects that advance the City's sewer and stormwater goals, in addition to mitigating risk and ensuring appropriate levels of service to ratepayers. Private Property Retrofits also provides technical assistance to internal and external partners. 786

City of Portland Fiscal Year 2026-27 Proposed Budget • Clean Rivers Education delivers water quality classroom and field instruction. Developing programs and projects of interest to K – 12 students throughout the City of Portland's five school districts using a Next Generation Science Standards (NGSS) approach. The BES Science, Technology, Engineering, Arts, Mathematics (STEAM) Team promotes workforce development and increased interest in water quality fields. • The Stewardship & Investments team works with Portland's Watershed Councils and myriad smaller organizations to deliver stewardship and small-scale restoration alongside our waterways while also managing two distinct grant programs, Percent for Green and the Community Watershed Stewardship Program. • The Green Street Stewards program directly supports the operations and maintenance of City facilities while connecting Portlanders to their infrastructure systems. Services Community stewardship; community education; private stormwater projects; stormwater technical assistance; classroom education; watershed grants & partnerships; Green Street stewardship, community trust, community-initiated projects, land-people connection, private participation in sewer-stormwater infrastructure Equity Impacts The teams within Community Partnerships have committed to a variety of strategies to achieve equity in delivered services, including coordination of the STEAM Team, language access education throughout the bureau, and increases in equitable service delivery. Our investment (grant), stewardship, and educational programs work with community partners and focus on community-led work. In addition to neighborhood groups, environmental groups, and academic groups, culturally specific organizations have high interest in participating in watershed education and land tending. Where possible (e.g., our Percent for Green grant program) we use the Economic Vulnerability Index as part of our selection conversations. Changes to Program Fully aligned with the Grants Management Division Citywide Granting policy, including use of new template and migration to the City's Web grants platform. Will explore alternative mechanisms for the Community Watershed Stewardship Program grants to make community investment more accessible. Have one (1) The Louis Stokes Alliances for Minority Participation (LSAMP) intern supporting the Green Street Stewards program after the AmeriCorps program was discontinued at the Federal level. 787
