City of Portland Fiscal Year 2026-27 Proposed Budget investigators need additional resources to accomplish a mission. It includes the following specialized tactical units: Special Emergency Response Team (SERT); the Rapid Response Team (RRT); Crisis Negotiations Team (CNT); Metro Explosives Disposal Unit (MEDU); Canine Unit (K9); and the Air Support Unit (ASU). Services Emergency and tactical response; crisis negotiations; explosive disposal, canine unit; air support; drone program; incident command; de-escalation; crowd control; incident command. Equity Impacts The Specialized Resources Division takes into consideration the equity impacts and the overall impact in the community when critical incidents arise in the city that require the need for specialty unit response. These critical incidents have impactful consequences on those directly and indirectly involved. SRD has a significant impact on persons in crisis, as this program is called upon when all other tactics and options have been exhausted. It is the duty of this program to resolve calls for service in which uniform patrol, to include CIT and ECIT, cannot resolve. These emergency tactical responses are oftentimes in response to a person in crisis where there is an immediate threat of danger to themselves or to others in the community. The units within SRD do not target or enforce laws based on any class, protected or not, and all enforcement is based on community threats and probable cause. Depending on the incident, the response and actions taken during an incident are at the direction of a Critical Incident Commander (CIC) or Crowd Management Incident Commander (CMIC) who considers the Equity Impacts from an elevated view. Changes to Program This program offer was formerly called the Tactical Emergency Response program offer but was managed by the Specialized Resource Division. The program offer has been renamed for clarity. Additionally, the following units have been moved to SRD to align budgetary structure with organization structure: Narcotics & Organized Crime (formerly known as Drugs & Vice), Gun Violence Reduction, and Emergency Management. 708
