City of Portland Fiscal Year 2026-27 Proposed Budget Equity Impacts PS3s are required to complete procedural justice, equity, and implicit bias training as part of their mandatory training curriculum. Intentional community outreach being reintegrated into the workday is the cornerstone of the PS3 program. The program focuses on rebuilding community trust through meaningful engagement, quick response to community needs, and providing an unarmed presence to do so. Changes to Program The Public Safety Support Specialists were moved to this program offer in FY 2021-22 but due to clerical oversight reverted to the Neighborhood Response program offer. This has been corrected for FY 2026-27 with all positions appropriately assigned to the correct program area. 704
