PCCEP began in 2018 as a revised configuration of the COAB (Community Oversight Advisory Board) that was formed as a result of the federal Department of Justice (DOJ) settlement agreement with the City of Portland. PCCEP members and staff have hosted more than100 public meetings since 2018 (subcommittee and general body) to elevate community input on the City of Portland's policing. The mission of PCCEP is to work with the Mayor, Portland Police Bureau, and Portland's diverse constituencies to solicit and exchange information between the community and PPB to achieve the desired outcomes of equitable policing which exceeds constitutional requirements, and meaningful community engagement with and trust in the police. PCCEP continues to facilitate community input into policing, including making and reviewing recommendations on Police Bureau policies touching the DOJ Settlement Agreement including policing exceeding constitutional standards, use of force, interactions with people experiencing 631
City of Portland Fiscal Year 2026-27 Proposed Budget mental illnesses, complaint investigations, and racial justice. PCCEP also can create recommendations on police directives, policies, and practices beyond the topics addressed in the Settlement Agreement. Services Community oversight; Public safety community engagement; Police policy review; DOJ settlement compliance input; Community partnerships and education facilitation; Equity-focused outreach; Stakeholder engagement; Public safety advisory services Equity Impacts PCCEP elevates the voice of the community both by having members who represent Portland's diverse communities, and through community engagement directly with members of the public, which helps improve trust between the City of Portland and the community. Changes to Program PCCEP plans to hire a Community Engagement Coordinator in early 2026. This position is meant to strengthen PCCEP's ability to fulfill the City's obligations under the DOJ Settlement Agreement by providing dedicated capacity to support sustained, meaningful community engagement. The Settlement Agreement calls for ongoing participation from communities most impacted by policing, and this position ensures the City of Portland upholds the requirement to provide adequate staff support to facilitate this outcome. 632
