Permitting & Development is instrumental in enhancing the safety of buildings and the livability and economic vitality of Portland’s neighborhoods and is an integral part of the City of Portland. The Bureau’s stakeholders can be divided into three groups: those who are proposing development and directly seek Bureau services (such as property owners, developers, architects and engineers), those who seek services to enforce regulations (tenants, neighbors, and others who make complaints about their own unsafe housing, or activities in their neighborhoods), and those who live, work, and play in spaces that are regulated by codes Permitting & Development administers, both now and in the future. Permitting & Development is committed to eliminating racism and all discriminatory practices in service delivery and in the workplace because it understands the positive value of equitable systems. The Bureau defines equity as conditions that allow everyone to flourish so that race, gender, ability, and other held identities do not determine access or outcomes. Permitting & Development plays a crucial role in the development of the City of Portland through administering and enforcing State 361
City of Portland Fiscal Year 2026-27 Proposed Budget building codes and local development codes. Bureau staff works collaboratively with developers, builders, homeowners, neighborhood associations, and the community to guide and facilitate the development review process. The Bureau prides itself on assisting customers from concept all the way through construction. Permitting & Development manages programs that ensure construction and land use codes are consistently followed. To this end, staff review land use applications and construction plans, issue permits, and inspect industrial, commercial, and residential construction to ensure compliance. In addition to administering electrical, plumbing, mechanical, structural, and building codes, Permitting & Development also is responsible for implementing many of the City’s locally adopted policies and regulations. Summary of Budget Decisions Tree Permitting Program Reduction A portion of the tree permitting function transferred from Parks to PP&D on July 1, 2024 which was entirely funded by fees. Fees were set below cost recovery while they were at Parks and remain below cost recovery today. An interagency agreement was established with the expectation that the funding would supplement fee revenues to fully support the program. Parks is eliminating its interagency support for this work at PP&D. Additionally, the remaining tree permitting functions were transferred from Parks to Permitting & Development on October 1, 2025. The annual Portland Clean Energy Community Benefits Fund allocation transferred with the program was insufficient to support the positions that moved. To address these issues, this budget reduces the tree permitting functions by 14.0 FTE, bringing staffing to levels supported by the program’s resources. The program will likely experience significant delays to permitting and compliance timelines, an inability to effectively implement Title 11 (Tree Code) requirements, and increased non-compliance with Title 11. Additional Revenue from Fee Adjustments This budget includes additional revenue associated with fee adjustments. Permitting & Development is funded primarily through fees and charges for services, and fee adjustments are necessary due to increases in the costs of providing services. The additional revenue would be used to maintain current budgeted service levels. The bureau is working on bringing a fee adjustment proposal to City Council for consideration in Spring 2026. 362
