The ballot measure requires funded programs to offer direct services in the following categories: After School, Child Abuse Prevention and Intervention, Early Childhood, Foster Care, Hunger Relief, and Mentoring. Programs must demonstrate cost- effectiveness and a proven record of success to be eligible for funding consideration. The Children's Levy Allocation Committee awards multi-year grants through a competitive process. City Council approves grant packages or remands the funding process. The goals of PCL are to prepare children for school, support children's success inside and outside of school, and eliminate racial and ethnic disparities in children's well-being, and school success. 324

City of Portland Fiscal Year 2026-27 Proposed Budget Services Grants management for community-based programs for children and families: negotiate grant contracts and annual budgets; monitor performance of grant-funded services; monitor and approve grant expenditures; maintain relationships with community- based grantees; offer training and technical assistance to grantees. Grantmaking for community-based programs for children and families: Develop and implement community engagement process to inform grant funding priorities; design and implement grantmaking process, including funding priorities, advised by Levy's Community Council and decided by Levy's Allocation Committee, in compliance with Levy ballot measure. Equity Impacts The Children's Levy requires all funded programs to report demographics on children served (gender, age, race/ethnicity identification(s), primary language spoken in the home, zip code of residence or school attended or homeless status, household income, and disability status). The Levy also disaggregates service data to understand how programs are reaching traditionally underserved populations. This data is reported annually. Data from FY 2024-25 shows that 86% of children served are from families with incomes at 185% of the federal poverty level or less; 73% of the children served in PCL funded programs identified as Black, Indigenous or children of color (BIPOC); 45% live or attend school in East Portland (east of 82nd Ave.); 31% speak primary languages at home other than English; 8% - 21% have a disability, are in special education or have a 504 plan. Changes to Program PCL programming is similar to prior years in that funded programs support early childhood development, child abuse prevention/intervention, children and youth in foster care, afterschool and mentoring and hunger relief. 325
