PCL goals are to prepare children for school, support children’s success inside and outside of school, and eliminate racial and ethnic disparities in children’s well-being and school success. PCL, a City of Portland initiative, annually generates approximately $23 million through a local option property levy. Portland voters approved the first levy in 2002 and overwhelmingly renewed it four times. The current Levy runs July 1, 2025 through June 30, 2029. 320

City of Portland Fiscal Year 2026-27 Proposed Budget As required by the authorizing legislation approved by Portland voters, PCL grants funds to program services for children age birth through 24 in six program areas: after school, child abuse prevention & intervention, early childhood, foster care, hunger relief, and mentoring. PCL grants to non-profit providers and other governments support children’s early development and readiness for kindergarten, prevent child abuse and neglect and support vulnerable families, support children and youth in foster care, connect children and youth with caring adult role models, provide safe and constructive after-school and summer activities, and expand access to healthy, nutritious food for children and their families. These services are reflected in PCL’s program offers. A 5-member Allocation Committee meets publicly to make all funding decisions and monitor Levy performance. Administration costs are limited to 5% of the fund generated by Levy and PCL is audited annually for compliance. In response to community feedback, the Community Council was created in 2022 to advise PCL staff and the Allocation Committee on Levy policies and procedures, including community engagement and funding rounds. It is composed of 11-13 members with experience in PCL program areas and services for children and families. Learn more: PortlandChildrensLevy.org Summary of Budget Decisions PCL does not have decision packages for City Council in this budget process. Grant recommendations from the Allocation Committee will appear before Council separate from this budget process during April- May 2026. As required in the Levy authorizing legislation, the Allocation Committee will present recent grant decisions to City Council as recommendations for consideration. Budget decisions by PCL’s Allocation Committee continue to support community priorities for children’s programming in the Levy’s six program areas. The Portland the Children’s Levy does not receive money from the City General Fund. All resources used by PCL are from the Children’s Investment Fund. 321
