City of Portland Fiscal Year 2026-27 Proposed Budget Division goals in this offer are:

  • Provide exemplary and cost-effective waste and recycling services for residents, businesses, and the community.
  • Meet state and regional requirements for waste and materials service delivery.
  • Promote resilient, sustainable, equitable use of materials through innovative policy and program development. Waste & Recycling Operations Team: The City oversees the residential, commercial, and public trash collection systems, providing customer service, regulatory compliance, and service delivery. Residential waste, recycling and composting includes franchising collection companies, enforcing service standards, setting rates, and customer support. Commercial waste, recycling, and composting include permit administration and oversight. The Public Trash Can program provides sidewalk trash cans and collection city-wide. Policy & Program Development Team: BPS develops and implements policy and programs that: regulate waste, recycling, and compost collection services; service providers; customers; and support opportunities for material reuse. This team coordinates the development of new collection service offerings and recycling improvements under the Recycling Modernization Act for all customers. These functions are funded through a combination of resources, including the Solid Waste Management Fund administered under this Division which receives city waste fees, annual revenue sharing from Metro via IGA, and the Recycling Modernization Act. Services Oversee garbage, recycling, and composting collection systems for Portland's residents and businesses, implement policy and outreach programs that steer our community towards waste reduction and sustainable use of materials and operate the city's public trash program Equity Impacts Equity in sustainable materials management and waste collection includes ensuring access to opportunities to reduce waste, recycle, and use collection systems, and shared benefits from the system. It also means ensuring access to opportunities within the waste system itself including the jobs and enterprises central to managing and reducing waste. Equity efforts and impacts include:
  • Equitable contracting for waste services
  • Expanding availability of support in multiple languages
  • Adopting minimum service standards that improve multifamily waste and recycling services and make bulky waste collection more accessible.
  • Prioritizing neighborhood cleanup and Recycling Modernization Act resources with an equity lens
  • Implementing low-income qualifying financial assistance for garbage and recycling services in the residential collection system
  • Developing draft policy to update requirements that construction of middle housing and apartments will include access to waste and recycling service for residents Changes to Program Public Trash: Spring 2026 marks the final planned expansion into South and Southwest Portland. Over 1,600 public trash cans will serve the city. Multifamily Properties: Driving compliance with recycling and disposal requirements. Developing code amendments to ensure sufficient space for garbage and recycling. We received a USDA grant to pilot food scraps collection. 305

City of Portland Fiscal Year 2026-27 Proposed Budget Financial Assistance: We have launched an income-based financial assistance program for residential customers. Bulky Waste: We have implemented the city's first uniform rates for residential bulky waste collection. Recycling Modernization Act: We are developing customer feedback systems to improve recycling and support the expansion of recycling opportunities. Deconstruction: In 2025, we received an Oregon DEQ grant to pilot deconstruction of commercial buildings. Commercial / Multifamily System Review: Phase 1 of our Commercial System Review project is evaluating the city's 'open market' collection system. Later phases will identify and assess alternative regulatory structures. 306
