- Improve recycling quality and composting, maximize diversion and waste reduction and sustainable consumption choices.
- Motivate and equip community members, businesses, schools, residents and property managers toward actions that advance City and bureau goals for a sustainable city that is prosperous, healthy, resilient, and equitable.
- Meet state and regional requirements for recycling and waste reduction education and technical assistance.
- Advance the City's climate and environmental goals regarding materials and consumption. Technical Assistance and Education Team: This team specializes in ongoing technical assistance, education, and outreach programs that support residents, employees, students, and community members to recycle and compost properly, reduce waste, improve repair and reuse, and enable more sustainable use and choice of materials. These programs support businesses, schools, multifamily properties, and residents in complying with City requirements for recycling and composting and ensure the City's compliance with the Opportunity to Recycle Act. Policy & Program Development Team: This team develops and implements programs and policies to reduce waste, such as policy on single-use plastics and foam take-out food containers, the city's first-of-its-kind deconstruction ordinance for the reuse of building materials, recycling requirements, and food scraps collection policy. This team coordinates the development of new programming, such as the city's implementation of the new Recycling Modernization Act. These functions are funded through a combination of resources, including the Solid Waste Management Fund administered under this Division, annual revenue-sharing from Metro via the IGA, and the Recycling Modernization Act. - Engaging and contracting with BIPOC communities and community-based organizations in developing a vision for waste reduction and recycling, shifting resources to community engagement and participation
- Staffing for multi-lingual skills
- Prioritizing workplan actions at the nexus of climate, health, equity and economic stability
- Culturally specific outreach and technical assistance.
- Developing and using more accessible, inclusive, translated and trans-created resources and outreach tools for recycling and waste reduction
- Allocating resources to implementing multifamily service standards and correcting collection service inequities experienced by multifamily residents. Changes to Program

- Resourceful Use: Updating and renewing the city's Resourceful Use PDX campaign.
- Recycling Modernization Act: New required and innovative recycling contamination reduction strategies providing direct feedback 300

- Schools: School-based education to meet state requirements for recycling and waste reduction education is reaching more students and schools with lessons and technical assistance to reduce waste and reduce climate impacts.
- Food Scraps Collection: We are on target to reach and exceed 80% compliance with city food scraps collection requirements.
