PCEF invests in community-led and community-driven projects and programs that reduce carbon emissions in ways that advance social and economic benefits for all Portlanders. PCEF prioritizes communities on the frontlines of climate change through investments in energy efficiency and renewable energy, transportation decarbonization, green infrastructure projects, and workforce and contractor development. 295

City of Portland Fiscal Year 2026-27 Proposed Budget PCEF provide grants and contracts to nonprofit, government, and for-profit entities to deliver community-led and community-driven projects and programs that reduce carbon emissions in a manner that supports social and economic benefits for all Portlanders. Funding comes from a 1% surcharge on revenues of large retailers (with annual sales exceeding $1 billion nationally) within Portland, as approved by voters in November 2018. PCEF is projected to generate about $200 million annually in FY2026-27 and subsequent years. PCEF's investments are defined in the Climate Investment Plan (CIP), adopted by City Council in October 2023 and amended in 2024. The CIP guides PCEF's investment of approximately $1.6 billion through June 30, 2029. These investments support the City's goal of net-zero carbon emissions by 2050 and help ensure the residents most impacted by climate change are better prepared for a changing climate. Equity Impacts Frontline communities have historically been underserved by climate- and energy-related programs and investments, and underrepresented in decision-making. PCEF directly addresses this history through its authorizing legislation, community governance structure, and ongoing implementation approach, which centers on PCEF's priority populations. Additionally, equity was a central guiding element in the development of the Climate Investment Plan (CIP). As a result, nearly all CIP programs are focused on promoting equitable outcomes. Changes to Program FY2024-25 and 2025-26 largely reflected a period of staff growth and program build-out to implement a substantial portfolio of new climate investments established through the Climate Investment Plan (CIP), first adopted in by Council in late 2023 and amended in December 2024. During this build-out phase, PCEF additionally made significant commitments to climate and energy investments led by City bureaus and other government partners, including TriMet and school districts. Program staffing increased to support a larger overall grant volume, larger awards, and an expanding set of contracts with external program administrators. Program staff manage grant agreements and contracts, provide technical assistance to grantees and contractors, and maintain accountability to voter intent by ensuring program alignment, compliance, and effective stewardship of resources. FY 2026-27 will include:

  • Awarding PCEF's fifth round of community grants (CG 2026).
  • Continued implementation and refinement of core grantmaking, grant/contract management, data collection and reporting functions.
  • Ongoing implementation of the annual CIP amendment process.
  • Continued scaling of several large strategic programs entering their second year of implementation and likely reaching peak production.
  • Launch of at least two strategic programs during FY 2026–27. 296
