The program processes and assigns graffiti reports, including referring graffiti reports to the appropriate property owner for removal. The team also offers proactive, responsive, and prioritized removal services (such as reports of hate- and gang-related graffiti). The program works with community partners to provide free graffiti removal for small businesses, nonprofit organizations, and residents, and with local arts organizations to promote and protect murals. Delivering contracted graffiti removal services reduces the burden on our community and property owners of managing graffiti removals and accumulated graffiti. As needed, the Graffiti 291

City of Portland Fiscal Year 2026-27 Proposed Budget Abatement program can refer persistent cases to a hearings officer for potential enforcement. These functions are provided by 2.0 permanent FTE and 1.0 limited-term FTE, funded by the General Fund. The goals of the program are to:

  • Respond quickly and efficiently to all graffiti reports with referrals, notifications and direct abatement services.
  • Grow and support more volunteers with Graffiti Abatement Kits and Paint for abating graffiti.
  • Maintain the Graffiti Dashboard and improve it through community engagement and feedback. Services Intake and referrals for community-wide graffiti reporting; assist small businesses, non-profits, and residents with free graffiti removal; support volunteer graffiti removal efforts Equity Impacts During FY25-26, the program increased abatement support for small businesses and residents, facilitated law enforcement data requests, and developed a comprehensive public-facing dashboard to transparently display graffiti reports and help community members track graffiti removal efforts. Changes to Program The City's proactive graffiti removal model has driven equitable outcomes for all Portlanders. The Graffiti Program contracts with multiple Black-owned companies to remove graffiti, helping them thrive in our community. Removal services prioritize small businesses and residential properties. Contractors conduct proactive work in areas of Portland where graffiti may be underreported or removal may be under requested. Finally, City staff make proactive visits to underserved communities to identify graffiti and provide resources to impacted property owners. 292
