Building from the 2016 Digital Equity Action Plan and lessons learned during the COVID-19 pandemic, the program will continue to ensure that all Portlanders have access to affordable internet, devices, and the digital skills needed to thrive. The Program intends to leverage technology grants and partnerships to support the Mayor's focus on job creation, workforce development, and inclusive economic opportunity by ensuring digital access remains a cornerstone of community advancement and economic mobility. The Smart City PDX program focuses on AI governance through steering and research committees, public engagement with 285
City of Portland Fiscal Year 2026-27 Proposed Budget technology, and staff training. Key priorities will include exploring clean energy partnerships for data center sustainability. The program seeks Citywide collaboration with bureaus, including PBOT on mobility and autonomous vehicles, PPB on ALPR, and Public Safety on climate sensors. There is an emphasis on being the hub for urban design and planning R&D of emerging AI/ADS technologies and promoting responsible technology deployment that considers privacy, regulatory compliance, and community impact throughout the technology lifecycle. - Align technology with city priorities Equity Impacts The Digital Equity Program's ecosystem mapping exercise sought to better understand how the City of Portland can fortify its role in expanding digital equity for Portlanders and how it can broaden the scope of inclusive community advancement and economic development, with digital access being a focal point in this larger effort. The ecosystem map serves as the backbone of how the digital equity prioritizes equity, inclusivity, and just access for historically marginalized, vulnerable, and neglected communities in our city. The Smart City PDX program continues to be an integral collaborator alongside BTS, OEHR, (proposed) Data Office, and other City government entities to ensure that AI, privacy, surveillance technologies, and the broader data governance framework is a holistic discipline that infuses public engagement, human rights, and equity principles into its work. Changes to Program With the establishment of a Data Office, the SCPDX will no longer be conducting the privacy impacts assessments for technologies proposed for procurement/deployment and will no longer be charged with the surveillance technologies inventory mandate. 286
