Funding for the Oversight System is proportional to no less than five percent of the Police Bureau's Annual Operating Budget, which is $16.1M in this Proposed Budget. Services 553

City of Portland Fiscal Year 2026-27 Proposed Budget The Oversight System will independently investigate sworn employees and supervisors thereof with the Portland Police Bureau (PPB) promptly, fairly, and impartially, and impose discipline if determined appropriate by the Community Board for Police Accountability (CBPA) and make recommendations regarding police practices, policies, and directives to PPB with a primary focus on community concerns. The CBPA may recommend administrative rules to the City Administrator and is authorized to adopt operating policies and procedures that apply to the Oversight System. The CBPA is authorized to make policy and directive recommendations to PPB. PPB will consider and accept or reject all policy or directive recommendations made by the CBPA. If PPB rejects a policy or directive recommendation, then at the request of the CPBA, City Council must consider and vote to accept or reject the policy recommendations received from the CBPA. Council's decision will be binding on PPB. Equity Impacts The Office of Equity and Human Rights presented Racial Equity Goals and Strategies to City Council on July 8, 2015. The City Council unanimously adopted the goals and strategies as binding City policy, providing a guidepost for City employees and leadership to follow to achieve the racial equity goals. Below are the Citywide Racial Equity Goals and Strategies: • Use a racial equity framework • Build organizational capacity • Implement a racial equity lens • Be data driven • Partner with other institutions and communities • Operate with urgency and accountability Changes to Program The Community Board for Police Accountability (CBPA) is the independent governing body in the City's new Oversight System. The Board is comprised of 21 members and 6 alternates, first appointed on June 18, 2025. 554
