The purpose of this program is to pay retirement benefits to sworn Police and Fire employees and their survivors, an important component of overall compensation, and to provide FPDR retirement information and guidance during employees' working careers. The program provides monthly pension payroll services for approximately 2,100 members. As of June 30, 2025 there were 220 FPDR One beneficiaries and 1,841 FPDR Two beneficiaries. The FY 2026-27 Proposed Budget for FPDR Pension Benefits is $180.5 million. This is an increase of $12.2 million or 7.3% over the FY 2025-26 Adopted Budget. Performance is measured in part by workload measures: number of pension estimates provided and the number of FPDR One and 515
City of Portland Fiscal Year 2026-27 Proposed Budget Two recipients in each fiscal year. Pension estimates are strategically targeted at 250, with a three-year average of 215 estimates per year. While there is no pension recipient target, FPDR expects 2,310 in FY 2025-26 and 2,423 by the end of the forecast period. Just 1.0 FTE is fully dedicated to the Pension Benefits program, although employees in the Administration & Support program provide executive, financial, legal, and information technology support for pension services. In addition to paying all beneficiaries accurately, on time, and in compliance with the City Charter and state and federal laws, this program strives to provide active-duty members with useful retirement counseling and accurate pension estimates. Representing 51% of overall bureau requirements, the Pension Benefits program is the largest program in the bureau portfolio and is expected to increase until FPDR is fully transitioned to a pay-as-you go pension plan and mortality among FPDR Two beneficiaries begins to reduce costs. Equity Impacts The FPDR pension program serves only sworn employees and retirees, whose composition is based on the hiring of the Fire and Police Bureaus, and their surviving family members. As a result, equity impacts are limited. Changes to Program There are no planned changes to the Pension Benefits program in FY 2026-27. No changes have made to the program in the last year. 516
