The Professional Development Fund (PDF) program is a legally binding obligation in accordance with collective bargaining agreements (CBA). Funding to support administration of PDF program and eligible expenses are covered in the CBAs. Eligible employees receive funding to cover for fees and/or tuition for seminars, classes, workshops, conferences, books, tapes, videos, software, licenses, certifications, and professional dues. City of Portland Fiscal Year 2026-27 Proposed Budget Services Consult with employees on PDF process; Coordinate and process PDF requests; Coordinate PDF committee review; Track PDF utilization and accounting; Provide data analytics. Equity Impacts WRT ensures all employees covered by a labor union offering the PDF have access to voluntarily participate in this benefit development program. WRT tracks utilization of PDF by labor union, employee position, and bureau. Changes to Program This is a new program offer. The Professional Development Fund (PDF) programs for DCTU and PROTEC17 were moved from Special Appropriations for FY 2026-27. The PDF program also expanded with the ratification of a new collective bargaining agreement with AFSCME and CPPW in FY 2024-25. 455
