June 11, 2025 • Decrease General Fund Discretionary resource backing Bureau Program Expense in the Portland Housing Bureau for the Joint Office of Homeless Services allocation by $9,500,000$4,500,000. • Increase Cash Transfer Expense in Fund & Debt Management’s General Fund to the Development Services Fund by $9,500,000$4,500,000. • Decrease contingency in the Development Services Fund by $5,000,000. Smith 11 – Allocate $200,000 from the Contingency Fund to support Green Muse’s workforce development initiatives Green Muse, founded by Karanja Crews, is a distinguished organization committed to workforce development and community empowerment. Green Muse, formerly known as Green Hop, The First Hip Hop Dispensary, is a proud, local, Black-owned dispensary dedicated to providing premium, healthy cannabis products across all price points. This amendment allocates $200,000 from General Fund Contingency to fund Green Muse’s workforce development programs for the discal year 2025-2026. • Increase Bureau Program Expense in Special Appropriations General Fund by $200,000 to administer distribution of these funds. • Reduce Contingency in Fund and Debt Management General Fund by $200,000. • Update Attachments A-H as needed to reflect this change. Smith 12 – Motion to Amend the budget to Increase Appropriation for Albina Displacement Lawsuit Settlement (Vote Passed) Motion to increase operating expenses to align with the City Council decision to increase the settlement for the Emanuel Displaced Persons Association 2. • Increase operating expenses in the Insurance and Claims Operating fund by $7.5 million and reduce contingency by $7.5 million. • Future budget actions, including in a supplemental budget during FY 2025-26, will be required to allocate General Fund resources to reimburse the Insurance & Claims Fund and ensure adequate resources exist to pay potential future settlement claims. • Update attachments A-H to reflect this change. 80
June 11, 2025 Smith 13 (Brought on Dais, Amended on Dais - Vote Failed) In the interest of promoting fiscal transparency and ensuring responsible governance, I propose the adoption of a requirement that mandates the Mayor and the City Administrator to disclose all contracts, agreements, or commitments exceeding one million dollars ($1,000,000) by email prior to execution. This measure is intended to provide the City Council with clear and timely insight into the liabilities and fiscal obligations that the mayor has entered on behalf of the City of Portland within the FY 2025-2026 budget. Requiring such disclosures will facilitate enhanced oversight, support informed decision-making, and uphold the public trust by ensuring accountability for substantial financial commitments. 81
