Funding restoration will be through reducing personnel costs, not through program cuts (Zimmerman 063.0 FTE within Civic Life (Manager I, Coordinator I, and Coordinator II). For FY 26-27, the DCO RFP process will address insurance needs. Funding Restored: • Increase Bureau Program Expense in the Office of Community & Civic Life by $477,949 to support the Diversity & Civic Leadership Program ($179,231), District Coalition Offices (operating grants $122,760), and small grants ($175,958). • Update Attachments A-H as needed to reflect this change. Focus of the position will be to be a liaison to staff and key partners working on community engagement across the City. Position and funding to be identified using proposed FY 25-26 Office budget resulting in no net change to the budget. City Administrator to report on this move no later than July 31, 2025. • Decrease 1.0 FTE and $160,000 of Bureau Program Expense in the Office of Civic Life General Fund. • Increase 1.0 FTE and $160,000 of Bureau Program Expense in Council Operations General Fund. • Update Attachments A-H as needed to reflect this change. 42

June 11, 2025 Koyama Lane/Pirtle-Guiney 12 - Motion to Add a Budget Note to Direct the Office of Government Relations on Tribal Relations Directs the Office of Government Relations to deliver to Council by September 1, 2025, a plan to hire staff for Tribal Relations in order to facilitate relationships with sovereign tribal nations and, until a Tribal Relations staffer is hired, to report to council on a quarterly basis how they are using Tribal Relations program money allocated to OGR. Direct resources from the additional vacant Tribal Relations position in OGR to create a position focused on urban native community engagement. This position may be located at discretion of the City Administrator. Once these positions are hired, these staff shall conduct a needs assessment of current city work in tribal relations and the Portland urban native community, and prepare and present the findings, including recommendations for action, by January 2026 to Council. If these positions are not hired by October 1, 2025, the City Administrator will be responsible for preparing and presenting findings. 43
