June 11, 2025 Kanal 16 – Motion to Amend the Budget to Study City Needs for Industrial Firefighting Capacity located West of the Willamette River Reduce funds in Police Oversight Board Subfund of the Citywide Obligations Reserve Fund which exceed Charter requirements, allocate to Office of the Deputy City Administrator for Public Safety to conduct a study on City needs related to developing Industrial Firefighting capacity located west of the Willamette River for potential CEI Hub fire response, and developing potential funding models for this capacity. • Reduce General Fund dollars to the Police Oversight Board Subfund of the Citywide Obligations Reserve Fund by $100,000. • Allocate $100,000 of General Fund one-time funding to the Office of the Deputy City Administrator for Public Safety. • Update Attachments A-H as needed to reflect these changes. Kanal 17 – Motion to add a Budget Note to explore driver resources Motion to direct PBOT to explore expanding a Driver’s Resource program at PBOT. PBOT is to continue funding the Ombuds Program and legal services for drivers. A report to Council shall be delivered no later than March 2026 detailing funding, staff, deliverables and outcomes benefitting drivers. PBOT is instructed to work with drivers and relevant organizations to recommend culturally responsive and multilingual services that increase utilization of the Ombuds Program and legal support for driver's issues including deactivation. Kanal 18 – Motion to Amend the Budget to Reduce cost associated with non- public safety Deputy Director Positions, Restore and add funding to the Office of Equity and Human Rights, and add a Critical Energy Infrastructure Planner to the Bureau of Planning & Sustainability (Vote Failed) Motion to reduce $600,000 in ongoing General Fund dollars by reclassifying or eliminating Deputy Director positions in non-public safety General Fund bureaus and restore funding to the Office of Equity and Human Rights for two Analyst I positions and one Analyst II position eliminated in the Mayor’s Proposed budget, and add a Critical Energy Infrastructure Planner to the Bureau of Planning and Sustainability at a total cost of $600,000 in ongoing General Fund. 34
