June 11, 2025 Kanal 14 – Motion to add a Budget Note to Create an investment fund for FPDR Motion to Amend Attachment D and add a budget note regarding creation of an investment fund for Fire and Police Disability and Retirement, to read as follows: The City Budget Office is instructed to create a new fund with a starting balance of $0 for the Fire and Police Disability and Retirement Bureau, that could later be used (if funded) to yield investment income. This investment income would be used to meet City commitments to pre-2007 sworn officer and firefighter retirees, and reduce reliance on other resources (e.g. property tax). Kanal 15 – Motion to Amend the Budget to Add Positions to the Portland Bureau of Emergency Management and City Budget Office311 program (Amended on Dais – Vote Passed) Allocate previously-banked funding currently in contingency from revenue increases or expense reductions on May 21 to restore funding for two Service Dispatchers under Parks, and transfer the positions to the 311 program, restoring 2.0 FTE, and the Portland Bureau of Emergency Management, increasing FTE by 2.0.to the City Budget Office, restoring 2.0 FTE, and the Portland Bureau of Emergency Management, increasing FTE by 3.5. • Reduce contingency funding by $999709,000. • Increase bureau program expenses and and General Fund Discretionary ongoing revenue in the City Operations 311 program by $226,000. • Increase the City Operations 311 program by 2 FTE. • Increase Bureau Program Expense byAllocate $483,000 to the Portland Bureau of Emergency Management General Fund. • Allocate $315,000 to the City Budget Office. • Restore 2.0 FTE for the City Budget Office. • Allocate $684,000 to the Portland Bureau of Emergency Management. • Increase position authority at PBEM by 3.5.2 FTE. • Update Attachments A-H as needed to reflect these changes. 33
