June 11, 2025 Green 13 - Public Safety Set Aside (Brought on the Dais - Vote Passed) Motion to set aside $2.2M from the Portland Police Bureau’s FY2024-2025 budget in support of recruitment and capacity building requested by Bureau and Program Directors within the Public Safety Service Area, including PBEM, CHAT, Portland Street Response, BOEC, Portland Fire & Rescue, and Portland Bureau, to be requested at the Deputy City Administrator’s discretion. • Increase General Fund Contingency in Fund & Debt Management by $2.2M to establish a Public Safety recruitment and capacity building set-aside on a one-time basis for FY2025-2026 • Increase Beginning Fund Balance in the General Fund by $2.2M • Update Attachments A-H as needed to reflect this change Green 14 - Motion to amend the budget (Brought on the Dais, Amended on the Dais - Vote Passed) • Decrease Bureau Program Expense in the City Budget Office General Fund by $350,000 and reduce 2.0 FTE • Decrease Bureau Program Expense in the Community Safety Division General Fund (for supporting the evaluation of Portland Street Response) by $50,000 • Decrease Bureau Program Expense (intended to support housing stabilization or provide other assistance for tenants or rents at Everett Station Lofts) in the Portland Housing Bureau General Fund by $75,000 • Decrease Bureau Program Expense in the Office of Community & Economic Development General Fund by $50,000 to reduce five store front installations • Decrease Bureau Program Expense in the 311 program General Fund by $130,000 and 1.0 FTE to reduce a Parks service dispatcher • Reduce Bureau Program Expense in council offices by $498,012 ($41,501 per office) • Reduce General Fund dollars to the Police Oversight Board Subfund of the Citywide Obligations Reserve Fund by $99,580 25
