June 11, 2025 Dunphy 10 – Motion to Amend Attachment D and add a budget note to measureprioritize East Portland services to ensure equitable distribution ofin PBOT and Parks discretionary Funds (Vote Passed) City Council directs the Portland Bureau of Transportation (PBOT) and Portland Parks & Recreation to provide regular updates to relevant Council committees on programming and maintenance activities in East Portland. Bureaus shall ensure that essential services in East Portland are maintained without reduction in light of the historic under investment in the District. City Council directs the Portland Bureau of Transportation (PBOT) and Portland Parks & Recreation (PP&R) to conduct a comparative analysis of discretionary spending across Council districts, with specific attention to programming, maintenance, and capital projects in East Portland. Bureaus shall report back to Council by November 1, 2025, detailing how discretionary funds have been allocated and identifying any disparities. This directive responds to historic underinvestment in East Portland and aims to prevent future budget decisions from deepening existing inequities in access to public services. Dunphy 11 – Motion to Amend Attachment D and add a budget note for workforce development accountability City Council directs Bureau of Human Resources and other relevant bureaus to provide a report to Council outlining the distribution and roles for workforce development, including Worksystems, Prosper Portland, and internal city hiring pathways. The report should clarify funding allocations and pathways into City employment, to support greater accountability and alignment with Council goals. Dunphy 12 – Motion to Amend the Budget to Decrease Portland Bureau of Transportation General Fund Dollars after TNC Fee Passes (Brought on the Dais - Withdrawn) Motion to decrease General Fund cash transfer to the Portland Bureau of Transportation by $2,300,000 to reflect increased revenue from the Transportation Network Company (TNC) fee increase. • Decrease bureau operating expenses in the Portland Bureau of Transportation by $1,622,336 to reduce General Fund support. 16
